Sir,

I have the honour to forward a petition

dated the 4th. of last July from the Nursing Sisters of the

Medical Department of this Colony together with a minute dated the 13th. idem by the Superintendent of the Government Civil Hospital and a minute by the Principal Civil Medical Officer

dated the 17th. idem. I attach also for convenience of reference

a comparative statement of the conditions of service for llurses

in the Straits Settlements and in Hongkong.

I recommend as follows: -

(a), that the term of agreement should be reduced from 5 years to 3 years which is the period in the Straits Settlements and apparently elsewhere in the tropics:

(b). that Nursing Sisters be allowed to take half-pay

leave as soon after the completion of the 4th. year of their service as may be convenient to the
